A building roof rainwater collecting and recycling device comprises a rainwater collecting tank arranged below an eave, a tank top opening forms a rainwater inlet, a tank bottom is provided with a rainwater outlet, a tank cover is matched with the rainwater inlet in size and can seal the rainwater inlet, and the two ends of the tank cover are fixed to the rainwater collecting tank through lifting mechanisms. The rainwater outlet is connected with the water flow power generation mechanism through an impact guide pipe in sequence through the siphon flow guide mechanism, a water outlet of the water flow power generation mechanism is connected with the water storage tank, and the power transmission end of the water flow power generation mechanism is connected with the storage battery. In rainy days, the groove cover is inclined to guide and drain initial rainwater and prevent roof sundries from entering, the groove cover is lifted to collect middle rainwater, the middle rainwater is preliminarily filtered through the blocking filter screen, the quality of the collected rainwater is improved, meanwhile, energy is collected through the water flow power generation mechanism, and the purposes of reducing the maintenance cost, saving energy and protecting the environment are achieved.
