The invention relates to a fixed winch type hoist provided with a balance beam, aims to reduce the difficulty of threading and balance adjustment of a steel wire rope, and is suitable for the field of water conservancy and hydropower engineering. According to the technical scheme adopted by the invention, the hoist comprises a winch bracket; the winding drum set is installed on the winch support and comprises a first winding drum and a second winding drum. The lifting hook is provided with a first movable pulley and a second movable pulley; the balance beam device is installed on the winch support, and steel wire rope locking devices are installed at the two ends of the balance beam device in the length direction. One end of the first steel wire rope is fixed on the steel wire rope locking device at one end of the balance beam device, and the other end of the first steel wire rope penetrates through the first movable pulley and then is fixed on the first winding drum; one end of the second steel wire rope is fixed to the steel wire rope locking device at the other end of the balance beam device, and the other end of the second steel wire rope penetrates through the second movable pulley and then is fixed to the second winding drum.
