The invention discloses a curing agent for shallow treatment of a soft soil roadbed, a construction method of the curing agent and a soft soil roadbed structure. The curing agent is in a slurry form formed by mixing water and solid raw materials, and is prepared from cement, fly ash and quick lime when being used for treating the shallow layer of the soft soil roadbed above the underground water level; when used below the underground water level, the solid raw material is added with water glass. According to the construction method, a curing agent with the mixing amount effectively controlled is used for conducting shallow-layer curing treatment on the soft soil roadbed, after a roadbed on the soft soil roadbed is pretreated, curing construction is conducted through forced mixing equipment, and the roadbed with the good strength is formed after a soft soil body is fully stirred and mixed. After the roadbed soil body is reinforced by adopting the curing agent and the construction method disclosed by the invention, the problems of more surface cracks, longer maintenance time, poorer roadbed bearing capacity and the like after general soil body solidification can be avoided.
