The invention discloses a pipe pile splicing butt-joint positioning device which comprises a lifting base, a butt-joint device body and a butt-joint device body. A turntable; each positioning assembly comprises a support, a sliding block, positioning clamping blocks and a driving part, the supports are fixed to the rotating disc, the sliding blocks are arranged on the supports in the mode that the sliding blocks can be driven to slide in a single-degree-of-freedom mode, the positioning clamping blocks of the two positioning assemblies are used for being matched to form radial and circumferential limiting of the tubular pile, and the driving parts are used for driving the sliding blocks to slide. The clamping surface of the positioning clamping block is a cylindrical surface, and a plurality of pin rollers which can roll in the vertical direction and are used for abutting against the pipe pile are arranged on the clamping surface of the positioning clamping block; the invention further discloses a construction method for completing pile splicing construction through the pipe pile splicing butt joint positioning device. The hole aligning efficiency can be improved when the pipe piles are connected in a lock catch mode, and then the overall efficiency of pile splicing construction is improved.
