A guide sleeve is sleeved with a cantilever beam of the equipment in a clearance mode, the guide sleeve is provided with a lug plate, and the lug plate is in threaded connection with a foundation layer floor through a first ground anchor bolt; a plurality of clamping plates are arranged in the guide sleeve at intervals, the clamping plates are provided with clamping openings used for clamping the cantilever beam downwards, and each clamping opening is provided with a left side protruding part and a right side protruding part; after the first ground anchor bolt is screwed down, the left side convex part and the right side convex part press the lower flange plate of the corresponding cantilever beam; the equipment further comprises a group of n hydraulic cylinders; piston rods of the hydraulic cylinders are in one-to-one butt joint with the n adjacent cantilever beams on the circular track straight section; the construction method is characterized in that every n adjacent cantilever beams on the circular track straight section are regarded as a batch, and the cantilever beams are processed batch by batch; and n hydraulic cylinders are in butt joint with the cantilever beams in each batch, and the cantilever beams in each batch and the straight sections corresponding to the circular rails are integrally pulled in place. According to the equipment and the method, the process of adjusting the cantilever distance is quick and convenient.
