The damper comprises an inner circular pipe, an outer circular pipe, a connecting rod structure and H-shaped steel, a cushion block structure is arranged between the inner circular pipe and the outer circular pipe, one end of the connecting rod structure penetrates through the outer circular pipe and then is connected with the cushion block structure, and one end of the H-shaped steel is connected with the outer circumferential face of the outer circular pipe. The other end of the H-shaped steel and the other end of the connecting rod structure are fixedly connected with a component, a building or a structure which allows relative displacement or deformation; the connecting rod structure penetrates through the outer circular pipe, a fixing block is arranged on the connecting rod structure and located on the outer side of the outer circular pipe, and a gap is formed between the fixing block and the outer circumferential face of the outer circular pipe at intervals. According to the graded energy consumption mode designed by the invention, only the inner circular pipe is replaced when the inner circular pipe is damaged due to deformation and the outer circular pipe is not damaged, so that the replacement cost is reduced, and the material waste is reduced.
