The invention relates to the technical field of building systems, and provides a function-recoverable floor system and a building wherein the function-recoverable floor system comprises a floor, a steel beam, a column transmission device and a column body; the floor system is arranged on the steel beams; the column transmission device is of an elastic structure and is arranged between the steel beam and the column body; when relative movement occurs between the floor system and the column body, the column transmission device can play a role in energy consumption. The column transmission device comprises a compression spring and a core column; a force transmission plate is arranged at the end part of the steel beam; one end of the core column is fixedly arranged on the force transmission plate, and the other end of the core column is a free end. The column transmission device is introduced to serve as an elastic structure, and when an earthquake or other external stress disturbance occurs, relative slippage between the steel beam and the column body can be effectively absorbed by the compression spring of the column transmission device, so that earthquake energy is dissipated, damage to the structure is reduced, and the anti-seismic performance of a floor system is remarkably improved.
