The invention discloses a synchronous nitrogen and phosphorus removal rainwater bioretention facility capable of coping with heavy rainfall, and relates to the technical field of sponge city construction, the rainwater bioretention facility comprises a pool body, an overflow layer, a covering layer, a filtering layer, an upper drainage layer, a charcoal layer, a submerging layer and a lower drainage layer are sequentially distributed in the pool body from top to bottom, and drainage pipes are arranged in the upper drainage layer and the lower drainage layer; a water outlet of the lower-layer drainage pipe is lifted to be flush with the top of a submerged layer, and the submerged layer comprises iron shavings and quartz sand materials; an overflow well is arranged in the tank body; water outlets of the upper-layer drainage pipe and the lower-layer drainage pipe are connected into the overflow well; a water level control valve is arranged in the pool body and used for controlling opening and closing of a water outlet of the upper-layer drainage pipe. According to the device, the water outlet path can be automatically adjusted according to the rainwater flow, the problem that under the heavy rainfall condition, dissolved oxygen in rainwater runoff breaks through a submerged layer, and the nitrogen and phosphorus removal performance of a facility is reduced is solved, the removal capacity of the facility to dissolved pollutants is improved, and the device has the longer service life.
