The invention discloses a novel concrete open caisson construction method adopting anchor cable pile tensioning sinking, and the construction method specifically comprises the following steps: S100, planning a concrete open caisson construction position, and then drilling a plurality of pile position holes in the center of the wall of the concrete open caisson by using a rotary drilling rig, the depth of the pile position hole is higher than the designed depth of the concrete open caisson; s200, an anchor cable is fixed to the top end of a reinforcement cage, and the reinforcement cage is slowly placed into the pile position hole; then a proper amount of underwater concrete is injected into the pile position hole, and an anchor cable pile is formed after the underwater concrete is solidified; the anchor cable penetrates out of the ground from an empty hole above the anchor cable pile for later use; s300, concrete open caisson construction is conducted at the designed position, a concrete formwork needs to be erected at the construction position before construction, reserved holes are formed in the positions aligned with the anchor cables when the concrete formwork is erected, and the anchor cables penetrate to the top of the formwork from the bottom of the formwork; and then concrete is poured into the concrete formwork.
