The invention discloses a low-carbon and energy-saving building enclosure structure which comprises a frame, a valve structure, a rotating part and a driving device. The frame comprises a shell and a panel, the panel is installed on the outer side of the shell, a heat dissipation channel penetrating through the upper side and the lower side of the frame is formed between the shell and the panel, and the panel is made of a transparent material; valve structures are mounted at the upper end and the lower end of the heat dissipation channel to control opening and closing of the heat dissipation channel; a plurality of rotating parts are rotationally connected in the heat dissipation channel, a heat absorption coating is arranged on one side of each rotating part to absorb solar radiation, and a reflection coating is arranged on the other side of each rotating part to reflect the solar radiation; the driving device is used for driving the rotating part to rotate; the invention further discloses a using method of the enclosure structure, the enclosure structure is switched between a heat preservation mode and a heat dissipation mode, and different requirements in summer and winter are met.
