The invention discloses a process for preparing Portland cement by using red mud. The process specifically comprises the following steps: (1) preparing dealkalized red mud: treating red mud slurry by using a dealkalizing agent to obtain red mud with low alkalinity; (2) mixing and grinding low-alkalinity red mud, limestone, coal gangue and clay as raw materials according to a certain ratio to obtain a cement raw material; (3) calcining the cement raw material, and cooling to obtain cement clinker; and (4) grinding the cement clinker and gypsum to obtain the Portland cement. According to the technology for preparing the Portland cement, utilization of waste red mud resources is achieved, and the problems of environmental pollution and land resource occupation caused by the red mud are solved; meanwhile, under the control of the raw material ratio and the process conditions, the Portland cement meeting the standard is prepared.
