The invention discloses a composite waterproof and drainage blanket suitable for a roadbed in a salty and cold area. The composite waterproof and drainage blanket sequentially comprises non-woven filtering geotechnical cloth, a three-dimensional geonet core, a drainage belt body, a glass fiber reinforcing layer, a waterproof layer and anti-skid protrusions from top to bottom. The waterproof layer comprises a honeycomb-shaped soil bin, the honeycomb-shaped soil bin comprises a plurality of independent bins, the bins are filled with modified soil, the upper portion and the lower portion of the honeycomb-shaped soil bin are provided with an upper geomembrane and a lower geomembrane respectively, and the upper geomembrane and the lower geomembrane seal each bin.
