The invention discloses a well lid periphery asphalt compaction device which comprises a fixing mechanism, an adjusting mechanism and a rolling mechanism. The fixing mechanism is fixed to a well ring of the well lid. One end of the adjusting mechanism is connected with the fixing mechanism, and the other end is connected with the rolling mechanism; the adjusting mechanism enables the inner side of the rolling mechanism to be attached to the outer edge of a well ring of the well lid and enables the rolling mechanism to rotate along the outer edge of the well ring of the well lid. The rolling mechanism compacts asphalt on the periphery of the well lid. The invention further discloses a well lid periphery asphalt compaction method. Asphalt on the edge of the well lid can be well compacted, and the construction quality is ensured.
