The invention provides a high-flow-state early-strength low-shrinkage semi-flexible pavement grouting material and a preparation method thereof. The grouting material is prepared from the following raw materials: cement, oily polyurethane, fly ash, mineral powder, river sand, a water reducing agent, a retarder, a defoaming agent, cellulose and water. The cement is prepared from ordinary Portland cement and sulphoaluminate cement. The ordinary Portland cement, the sulphoaluminate cement and the oily polyurethane are subjected to combined action for the first time, the sulphoaluminate cement provides main early strength, the ordinary Portland cement ensures the later hydration process and ensures that the subsequent strength of the grouting material is not reduced, and meanwhile, the oily polyurethane further improves the strength and the hardness, so that the grouting material has a good application prospect. And the oily polyurethane has excellent adhesiveness, so that the tight combination between the grouting material and the asphalt mixture can be ensured, and the stability of the whole structure is improved.
