The preparation method comprises the following steps: weighing the kaolin, the modified epoxy resin, the silane coupling agent, nitrite, thiourea, triethanolamine, sodium dodecyl sulfate, sodium octylsulfonate, the shrinking agent and water in percentage by mass, carrying out ultrasonic treatment at room temperature, standing, and stirring to obtain the concrete corrosion and rust inhibitor. The concrete anti-corrosion and anti-rust agent prepared by the preparation method disclosed by the invention not only has a composite characteristic, but also remarkably improves the durability of concrete in various environments through a unique preparation process.
