The invention discloses a pile foundation pile end and pile side combined type grouting device and a construction method thereof, relates to the field of foundations in fixed buildings, and aims to improve the mechanical property of a rock-soil body around a pile body. A pile foundation pile end and pile side combined type grouting device comprises a slurry storage bag which is fixed to the periphery of a reinforcement cage and located between the outer side of the reinforcement cage and the hole wall of a pile hole, and the slurry storage bag is further connected with at least one first grouting pipe. The structure further comprises a second grouting pipe fixed to the reinforcement cage, and the grout outlet end of the second grouting pipe is sealed through a temporary plugging structure and located at the bottom of the pile hole or in a rock-soil body below the bottom of the pile hole. A pile end and pile side combined type grouting construction method for a pile foundation comprises the steps that firstly, a slurry storage bag is installed on the periphery of a reinforcement cage, a second grouting pipe is fixed to the reinforcement cage, then the reinforcement cage is put into a pile hole, slurry is poured into the slurry storage bag, after the slurry is solidified, concrete is poured into the pile hole, and after the concrete is solidified, grouting is conducted on the bottom of a pile body through the second grouting pipe.
