The invention discloses an offshore wind turbine jacket foundation capable of adjusting inherent frequency and motion damping and a control method. The offshore wind turbine jacket foundation comprises a jacket, a tuned liquid damper system, a flow monitoring and control system and an acceleration data acquisition and analysis system. The tuned liquid damper system comprises a central liquid bin and distributed liquid bins, the central liquid bin is communicated with seawater, the central liquid bin and the distributed liquid bins conduct liquid conveying through pipelines, and the flow monitoring and control system obtains reserve information of all the liquid bins by collecting data. The acceleration data collecting and analyzing system collects acceleration data at key nodes of a jacket foundation, pumps on all pipelines are controlled based on the obtained data to achieve redistribution adjustment of the liquid storage amount and the liquid level of all liquid bins of the damper system within a short time, the overall mass distribution of the jacket structure is adjusted, and therefore the inherent frequency and the motion damping are adjusted. The offshore wind turbine foundation has the advantages of being convenient to construct and operate and accurate in control, and is suitable for serving as an offshore wind turbine foundation form subjected to long-term dynamic load action.
