By arranging the driving assembly, a power source is provided for the device through natural acting of water falling from a high position; by arranging the cleaning assembly and the collecting mechanism, the sediment deposition degree is greatly reduced, and the situation that the upstream water level rises is relieved; by arranging the adjusting mechanism, the water interception degree of the device is automatically adjusted according to the downstream water level, and therefore automatic flood control of the device is achieved.
