The ultrahigh-precision steel bar positioning assembly comprises a positioning plate, a positioning hole is formed in the positioning plate, and a positioning nut is arranged above the positioning hole; the device further comprises a variable-diameter bolt, the variable-diameter bolt is screwed with the positioning nut and the transition sleeve, and the bottom of the transition sleeve is provided with a threaded head located at the end of the steel bar to be positioned. The construction method comprises the following steps: A, arranging thread heads at the end parts of the steel bars; b, a transition sleeve is screwed on the threaded head; c, a positioning plate is manufactured according to the steel bars and the layout, and positioning holes are formed in the positions of the to-be-positioned steel bars; d, a positioning nut is welded to the center position above the positioning hole of the positioning steel plate; e, a reducing bolt is machined and manufactured; f, screwing the variable-diameter bolt to the positioning nut, and exposing the lower end of the variable-diameter bolt out of the positioning hole; g, the variable-diameter bolt is connected with a transition sleeve on the steel bar to be positioned; and H, the positioning steel bars and the stirrups are bound. The method has the characteristic of effectively ensuring the position precision of the reinforcing steel bars.
