The invention provides an operation planning method, device and system of an excavator and the excavator, and relates to the technical field of engineering machinery, the method comprises the steps that the type of a foreign matter in a material loading area of the excavator is obtained, the type of the foreign matter comprises at least one of a first type and a second type, the first type corresponds to the first size of a single block, and the second type corresponds to the second size of the single block; the second type corresponds to a second size of the aggregated blocks, and the first size is greater than the second size; according to the type of the foreign matter, determining coordinates of a first position where the foreign matter starts to be cleaned and coordinates of a second position where the foreign matter is cleaned; and according to the track parameters, the motion track of the tooth tip of the excavator bucket in the foreign matter cleaning process is determined, wherein the track parameters comprise the coordinates of the first position and the coordinates of the second position.
