The invention discloses an intelligent regulation and control window film based on a photovoltaic and electrochromic technology and a preparation method thereof. The intelligent regulation and control window film based on the photovoltaic and electrochromic technology comprises a photoelectric structure unit, an energy storage unit and a control system, the photoelectric structure unit sequentially comprises a conducting layer I, a photovoltaic layer, a conducting layer II, an electrochromic layer, an electrolyte layer and a conducting layer III; the energy storage unit is located between the conductive layer II and the electrochromic layer; the control system comprises a light intensity sensor, a temperature sensor and a microprocessor, the microprocessor calculates the transparency and voltage of the electrochromic layer based on data of the light intensity sensor and the temperature sensor, and intelligent regulation and control are achieved. The photovoltaic technology and the electrochromic technology are integrated into the same window film, when illumination is sufficient, sunlight is converted into electric energy through the photovoltaic layer, the electric energy is stored in the capacitor and drives the electrochromic layer, the stored electric energy can provide power for the electrochromic layer at night or in cloudy days, and all-weather intelligent regulation and control are achieved.
