The invention provides a method for preparing a gangue-based filling material through coal gangue activation and CO2 mineralization, the gangue-based filling material and application of the gangue-based filling material, and relates to the technical field of solid waste treatment. The method comprises the following steps: carrying out anaerobic pyrolysis on coal gangue to obtain combustible gas and devolatilized gangue; carrying out isothermal self-heating activation on the devolatilized gangue in the presence of combustible gas to obtain flue gas and an activation product; performing contact desulfurization on the flue gas and limestone slurry to obtain purified flue gas and desulfurized gypsum; cO2 in the purified flue gas is captured through a CO2 adsorbent, and CO2 is obtained; mixing and crushing the activated product and desulfurized gypsum to obtain an active powder admixture; mixing the active powder admixture, red mud, cement and water, and introducing CO2 to obtain mixed slurry; and the mixed slurry is subjected to pouring forming and curing in sequence, and the gangue-based filling material is obtained. According to the method, the problems that the mineralized gel material is loose in mass, easy to settle and lose and low in filling strength are solved.
