The invention discloses a process, equipment and a system for producing a plant-mixed (warm) hot recycled asphalt mixture. The process specifically comprises the following steps: feeding fine recycled coarse aggregate and new aggregate into a hot recycled material drying drum simultaneously through a cold aggregate bin of a primary mixing station, heating, screening, weighing and feeding into a main stirring pot; heating the fine regenerated coarse aggregate through a thermal regeneration system, temporarily storing, weighing and feeding into a main stirring pot; heating the oil-rich fine aggregate to a certain temperature through a cold addition system, feeding the heated oil-rich fine aggregate into a reclaimed material stirring cylinder, adding an asphalt regenerant, mixing, stirring, temporarily storing, weighing and feeding into a main stirring pot; by controlling the mixing amount to be 15-35% and combining multiple mixing modes, it is ensured that the discharging temperature and performance of the asphalt mixture meet the technical requirements, preheating and regeneration strategies of the oil-rich fine aggregate are used, the application efficiency of the regenerated material is improved, and the application range of the asphalt mixture is widened. The use amount of gravel materials can be saved, asphalt resources are saved, and carbon emission and harmful gas emission in the mixing, paving and rolling processes are reduced.
