A water collecting well structure of the liftable anti-flooding system is arranged at a set position of the underground entrance and exit; the supporting device is arranged in the water collecting well structure; a winding drum device of the lifting mechanism is arranged on the first side of a supporting device, and a pulley device is arranged on the second side of the supporting device. The other end of the first traction assembly is connected with the lifting water tank; one end of the second traction assembly is connected with the reel device, and the other end is connected with the flood-proof baffle device after bypassing the pulley device; the non-return device is arranged on the winding drum device and used for preventing the winding drum device from rotating forwards and then rotating backwards. The water inlet device is arranged at a set position of an underground entrance slope, and the outside is communicated with a tank chamber of the lifting water tank through the water inlet device; the drainage device is arranged in the water collecting well structure; the cover plate device is arranged at a set position of an underground entrance slope in a turnover manner; the device can be automatically started by utilizing the gravity of water, so that anti-flooding blocking is realized.
