The invention discloses a frozen soil road foundation precast pile construction and pile tip reinforcing device and method.The frozen soil road foundation precast pile construction and pile tip reinforcing device comprises a sleeve protection wall used for supporting a hole wall in the construction process and taking out the precast pile after the precast pile is stably placed; the precast pile is a PHC pipe pile, and after the sleeve protection wall is arranged in the drilled hole, the precast pile is arranged in the sleeve protection wall; the grouting head is used for being matched with grouting equipment, performing post-grouting to reinforce the pile body after pile sinking of the precast pile is completed, and forming a cementation body in a frozen soil bearing layer at the pile end; the pile cap is connected with the top of the precast pile to form a stress whole; and the sand cushion layer and the steel-plastic geogrid are laid on the ground surface and cover the pile cap, and the steel-plastic geogrid is embedded in the sand soil layer and used for reducing impact of a roadbed pressing construction worker on the pile structure, playing a role in drainage and heat insulation, dispersing upper loads and reducing differential settlement. Thermal disturbance caused by the construction process can be remarkably reduced, and the stability of the road foundation in the frozen soil area is improved.
