The invention discloses a hole-forming construction method for a pile foundation. The hole-forming construction method comprises the following steps that S1, pile position measurement and lofting are conducted; s2, a steel casing is manufactured and buried; a steel casing is manufactured, wherein the inner diameter of the casing is 20-30 cm larger than the designed pile diameter; the steel casing burying comprises the steps that (1) the vertical line of the center of the casing coincides with the center line of the pile; (2) the top of the steel casing is 0.3 m higher than the ground or 1.0-2.0 m higher than the water surface, and when confined water exists in the drill hole, the top of the steel casing is 2.0 m higher than the stabilized confined water level; (3) the burying depth of the steel pile casing in a dry land or a paddy field is preferably 2-4 m, and in a riverbed with scouring influence, the steel pile casing is preferably sunk below a local scouring line for 1.0-1.5 m in the construction period; s3, pile foundation drilling construction is conducted; S31, a drilling machine is in place, specifically, construction is conducted through a rotary excavating drill, and the diameter of a drill bit is slightly smaller than the diameter of a pile by 1-2 cm; and S32, slurry preparation.
