The method comprises the following steps that a mud pump is adopted to take sandy silt, woven bags are filled with the sandy silt, and the mud filling pipe bag is formed; in the water pool, the mud filling pipe bags are piled up from bottom to top till the mud filling pipe bags are exposed out of the water surface, and a cofferdam is formed; pumping water in the water pool surrounded by the cofferdam, and then constructing a roadbed; and a reinforced concrete protection slope is manufactured on the cofferdam exposed above the water surface. According to the temporary cofferdam construction method adopting the mud filling pipe bags, due to the fact that the structure is simple, construction is rapid, the roadbed bearing capacity and stability of a temporary road are met at the same time, dismantling is convenient, the occupied position is thoroughly dismantled in the later period, a landscape ecological pool can be rapidly restored by dismantling the mud filling pipe bags, and the construction period is shortened. And adverse working conditions limited by conditions such as actual engineering conditions and the like are effectively overcome.
