The invention belongs to the field of road engineering materials, and relates to a high-modulus agent, in particular to a composite high-modulus agent for an anti-rutting asphalt pavement and a preparation method of the composite high-modulus agent. The composite high-modulus agent comprises the following raw materials in parts by mass: 50%-70% of old asphalt pavement milling material recycled powder, 5%-15% of composite high-modulus modified asphalt, 3%-10% of polyethylene wax, 2%-5% of solvent oil, 5%-8% of fibers, 0.1%-0.5% of an asphalt deodorant and 10%-15% of high molecular weight polyethylene, wherein the total mass of the raw materials is 100%. The composite high-modulus agent does not reduce the low-temperature crack resistance and water damage resistance of an asphalt mixture on the premise of improving the modulus of an asphalt pavement and improving the rutting resistance, and meanwhile, has the characteristics of low cost, environment friendliness, convenience in use, convenience in popularization and application and the like.
