Comprising the following steps: preparing pyrolysis electrolytic manganese residues: drying the electrolytic manganese residues, grinding, sieving, calcining the sieved electrolytic manganese residues in a muffle furnace, heating the muffle furnace to 800 DEG C, preserving heat for 120 minutes, calcining, and cooling to room temperature along with the furnace after calcining to obtain a medium-temperature calcined product, namely the pyrolysis electrolytic manganese residues; the preparation method comprises the following steps: mixing ordinary Portland cement, aluminate cement, pyrolyzed electrolytic manganese residues and fine aggregate in proportion to obtain a powder mixture; weighing tap water, a water reducing agent and sodium borate according to the proportion, and pouring into a stirrer; and pouring the powder mixture into a stirrer at a constant speed within 30 seconds, and stirring to obtain the cement-based self-leveling mortar prepared from the pyrolysis electrolytic manganese residues and used for the ground.
