The embodiment of the invention provides a piping breach plugging device which can be applied to the technical field of flood prevention. The piping breach plugging device comprises N fixing units, N is an integer larger than or equal to 4, and the fixing units are used for fixing the piping breach plugging device to a dam; and the blocking unit comprises a steel wire rope combination device and a canvas combination device, is arranged on the fixing unit and is used for blocking water flow. The device is easy to operate, and when piping on the outer side of the dam is found, the piping and dyke breach plugging device can be rapidly installed on the top of the dam. By arranging dense steel wire ropes, the water flow speed and the scouring force of a breach opening can be effectively reduced; and by arranging canvas, dams on the two sides of the dyke breach opening can be wrapped and prevented from being directly scoured by water flow. The embodiment of the invention further provides a using method of the piping breach plugging device.
