The invention discloses a shelving method for a marine full-rotation hoisting pile driver on the sea. A shelving frame is arranged on a ship body; an arm frame is obliquely placed towards the shelving frame, and the position, close to the top, of the arm frame is placed on the top of the shelving frame; a pile frame is obliquely placed towards the shelving frame, and a main body structure on the pile frame is connected with the position, close to the top, of the arm frame through a sliding shoe; a main hook on a crane is fixed to the position, close to the front end, of the pile frame; a hydraulic hose on a hydraulic piling system is fixed to the upper surface of the pile frame; and a pile hammer on the hydraulic pile driving system is matched with the closure gap structure of the pile frame through the clamping groove of the pulley box, and is fixed on the pile frame. The ship deck area is effectively compressed, ship manufacturing materials are reduced, and the production and construction cost of steel plates is saved.
