The invention discloses a vacuum relief well negative pressure water pumping device and method, and particularly relates to the technical field of relief wells. The vacuum negative pressure assembly comprises a solid pipe, a water filtering pipe and a precipitation pipe which are arranged in the decompression well and sequentially distributed from top to bottom, and a well lid connected through a flange is arranged at the top end of the solid pipe; a pump connector, a pipe connector and a meter connector which are distributed at intervals are formed in the outer portion of the well lid, and a pump pipe is arranged in the pump connector. Underground water is pumped to the outside through a water pipe by a water pump, and meanwhile, a vacuum pump forms negative pressure in the device through a pump connecting pipe, so that underground water on the periphery of a decompression well can flow into and out of a water filtering pipe under the action of gravity and can also flow in more efficiently under the action of the vacuum negative pressure, and the inflow rate of the underground water is increased; therefore, the number of relief wells can be reduced, and cost is greatly saved.
