A rectangular construction groove is formed in a top plate except the post-cast top plate of the tower crane foundation; in the rectangular annular direction of the construction groove, a plurality of anchoring steel bars are evenly implanted into the construction groove at intervals, and a rectangular steel frame is arranged; the construction groove is filled with a cement grouting material; rectangular steel plates are arranged on the top surfaces of the rectangular steel frame and the anchoring steel bars; a concrete cover plate is poured in a rectangular range extending by a certain distance from the periphery of the rectangular steel plate; and a waterproof coiled material is laid and pasted, and the waterproof coiled material completely covers the top plate and the concrete cover plate. The method has the advantages that the tower crane foundation top plate is fully covered and repaired, the anti-seepage effect is better, one-time construction is completed, and follow-up repair construction of extending cracks is not needed; the durability of the used material is better, and the anti-seepage function of the material can be maintained for a long time; the construction method is simple and easy to operate, the whole construction process is visible, the construction quality is easy to monitor, and the construction completion effect is guaranteed.
