The invention provides a water-saving closestool and a flushing method, the water-saving closestool comprises a closestool seat, a water tank, a throwing device and a cleaning agent, the water tank is arranged on the closestool seat, and the throwing device is contained in the water tank and located above the water surface in the water tank. The throwing device comprises a base, wherein a bin body and a bin door are arranged on the base; the driving wheel is rotationally arranged on one side of the bin body; the reset piece is arranged on the other side of the bin body, and the reset piece is connected with the driving wheel through a pull rope; the placement frame is arranged on the bin body of the base, and the cleaning agent is placed on the placement frame and located in the bin body; and the movable part is connected with the pull rope, a grinding disc and a jacking rod are arranged on the movable part, the disc face of the grinding disc abuts against the cleaning agent, and the jacking rod is used for pushing the bin door to be opened. The flushing method is realized based on the water-saving closestool. According to the water-saving closestool and the flushing method, the cleaning agent can be actively put, and the mixing proportion of the cleaning agent and water stored in the water tank is controlled.
