Comprising the following components in percentage by mass: 6-12% of steel slag powder, 55-75% of slag powder, 5-20% of cement clinker and 3-12% of desulfurized gypsum powder. The steel slag powder comprises, by mass, 35%-40% of calcium oxide, 14%-20% of silicon dioxide, 20%-25% of ferric oxide, 1%-7% of aluminum oxide and 8%-14% of magnesium oxide. The slag powder comprises the following components in percentage by mass: 35%-40% of calcium oxide, 30%-34% of silicon dioxide, 1%-5% of ferric oxide, 13%-17% of aluminum oxide and 7%-13% of magnesium oxide. The cement clinker comprises the following components in percentage by mass: 60%-70% of calcium oxide, 20%-24% of silicon dioxide, 4%-8% of aluminum oxide, 2%-5% of ferric oxide and 1%-4% of magnesium oxide. The mass content of calcium sulfate dihydrate in the desulfurized gypsum is 93%-99%. The prepared cementing material is simple in component composition, rich in raw materials and low in price, the defects of high cost and indirect environmental pollution caused by direct use of cement are overcome, and higher economic benefits can be obtained.
