The invention provides a construction method for newly building a water-saving ship lock beside a built ship lock, which comprises the following steps of: constructing a first underground diaphragm wall, a second underground diaphragm wall, a third underground diaphragm wall and a fourth underground diaphragm wall between the second underground diaphragm wall and the fourth underground diaphragm wall to obtain a lock chamber section of the newly built water-saving ship lock; and constructing a first water-saving pool between the first underground diaphragm wall and the second underground diaphragm wall, constructing a second water-saving pool between the third underground diaphragm wall and the fourth underground diaphragm wall, and constructing other conventional structures of the newly-built water-saving ship lock to obtain the newly-built water-saving ship lock. The double-row underground diaphragm wall is adopted, the land acquisition and removal number can be reduced, the double-row underground diaphragm wall can serve as a lock chamber section of the newly-built water-saving ship lock and a supporting structure of a water-saving pool, and the secondary supporting cost is reduced; the anti-seepage curtain can also be used as a side wall of a water-saving pool and an anti-seepage curtain of a newly-built water-saving ship lock, and anti-seepage curtain engineering needing to be constructed by the lock wall of the ship lock is omitted.
