The invention discloses an immersed tunnel pushing type final joint device and a construction method. The device comprises a foundation bed, an expansion section arranged on the foundation bed, a connecting section and a pushing-out section. The front end of the expansion section is provided with an expansion end, the push-out section is arranged in the expansion end, and a pushing jack is arranged between the expansion section and the push-out section; an expansion section end sealing door is arranged at the rear end of the expansion section, a push-out section end sealing door is arranged in the push-out section, a cavity is formed between the expansion section and the push-out section, and a water injection system is connected to the cavity. The water injection system comprises a water injection pipe, a water injection tank, a pressure regulating pipe and a water outlet pipe, the water injection pipe is connected with the water injection tank and the cavity, one end of the pressure regulating pipe is connected with the cavity, and the other end of the pressure regulating pipe penetrates out of the water surface; the pushing jacks are divided into two sets which are the same in number and arranged in a staggered mode, water is injected into the cavity through the water injection system to balance water pressure on the two sides of the push-out section end sealing door, and the push-out section is pushed out to be connected with the connecting section through the pushing jacks.
