The invention relates to a coal gangue curing agent which is prepared from the following components in percentage by mass: 10%-20% of cement, 5%-15% of coal ash, 10%-20% of aggregate, 15%-25% of epoxy resin, 5%-10% of a flame retardant and 15%-25% of water, and the sum of the mass percentages of the components is 100%. The invention further relates to a preparation method of the coal gangue curing agent, the aggregate, the coal ash, the cement, the water, the epoxy resin and the flame retardant are added into a stirring device according to the mass percent, the stirring device is operated all the time in the adding process, the temperature range in the stirring device is 5-35 DEG C, the stirring device conducts stirring at the speed of 100 r/min-150 r/min, the stirring time is 4 min-30 min, and the gelatinous curing agent is prepared after uniform stirring. According to the curing agent, the resource utilization efficiency of the coal gangue is improved, the pollution to the environment is reduced, and the aims of economy, environmental protection and high efficiency of coal gangue treatment in coal mine construction are fulfilled.
