The invention relates to the technical field of bridge building materials, in particular to concrete mortar for repairing bridge expansion joints and a preparation process of the concrete mortar. The concrete mortar is prepared from the following components in parts by weight: 350 to 450 parts of Portland cement, 20 to 50 parts of sulphoaluminate cement, 5 to 15 parts of mineral powder, 10 to 25 parts of silica fume, 20 to 50 parts of fly ash, 450 to 550 parts of quartz sand, 10 to 30 parts of tackifier, 4 to 8 parts of composite fiber, 2 to 4 parts of water reducing agent, 0.5 to 1.0 part of retarder, 0.3 to 0.5 part of defoaming agent and 80 to 120 parts of water. The Portland cement and quick-hardening sulphoaluminate cement composite cementing material is used as a main body, the mineral powder, the silicon powder and the fly ash are used as additives, the quartz sand is used as a filler, and the tackifier, the composite fibers and other auxiliaries are added, so that the prepared concrete mortar has excellent early and later strength performance and also has excellent impact resistance.
