The invention provides a pre-decomposition system for producing cement clinker from high-calorific-value coal gasification ash alternative fuel. A penultimate-stage suspension preheater of multiple stages of suspension preheaters is communicated with a first decomposition furnace of a V-shaped vortex top type combustion decomposition furnace, and a final-stage suspension preheater is communicated with a second decomposition furnace of the V-shaped vortex top type combustion decomposition furnace. Fuel adopted by a combustor arranged in the first decomposing furnace is high-calorific-value coal gasification ash. The high-calorific-value coal gasification ash is combusted at the top of the first decomposing furnace, materials enter the second decomposing furnace to be secondarily decomposed after being primarily decomposed, meanwhile, the high-calorific-value coal gasification ash passes through the first decomposing furnace and the second decomposing furnace, the standing time of the high-calorific-value coal gasification ash in the decomposing furnaces is prolonged, the burn-off rate is guaranteed, and the utilization rate is increased. Besides, the system is connected with an alkali removal and dechlorination subsystem and is used for treating alkali and chlorine elements, so that stable operation of producing the cement clinker by using the high-calorific-value coal gasification ash alternative fuel is realized, and the effects of large mixing amount, large scale and building material resource utilization of the ash are realized.
