Carrying out ball milling, heating and shaping on the recycled aggregate to obtain shaped recycled aggregate and recycled micro powder; mixing the regenerated micro powder with a nano material and a filling material, and then carrying out ball milling treatment to obtain activated regenerated micro powder; mixing an alkaline solid waste activator, a precursor material and the activated and regenerated micro powder, and performing ball milling to obtain a solid waste cementing material; and mixing the solid waste cementing material with water to obtain solid waste cementing material mixed slurry, and coating the reshaped recycled aggregate with the slurry to obtain the reinforced recycled aggregate for preparing the stable macadam base. Through ball milling shaping and slurry wrapping treatment, old mortar attached to the surface of the recycled aggregate is effectively removed, the number of edges and corners is reduced, the porosity is reduced, the problems of high porosity, high water absorption, low apparent density and the like of the recycled aggregate are solved, and the mechanical property of the recycled aggregate is improved, so that the recycled aggregate can be used for preparing a stable macadam base.
