According to the method, after the carbon anode plate is dried, metal nitrate or sulfate and a thermosetting impregnant are embedded into the carbon anode plate, so that F on the surface of the carbon anode and graphite form nearly ionic bond combination in the electrolysis process, the surface is still kept flat after treatment, and the anode effect of the carbon anode plate can be effectively retarded when the electrolytic cell works.
