The invention relates to the technical field of constructional engineering, in particular to a telescopic guardrail, a building outer wall and a building. The telescopic guardrail is applied to a building outer wall, the building outer wall comprises two stand columns arranged in a spaced mode and a window body, the two stand columns are arranged on the window body in a spaced mode, the telescopic guardrail comprises a winding mechanism and a rope, the winding mechanism is arranged in one stand column, one end of the rope is wound around the winding mechanism, and the other end of the rope is wound around the window body. The other end of the rope is detachably connected to the other stand column. The rope is configured to shield at least part of the window body when being connected between the two stand columns, or the rope is configured to be disconnected from the other stand column so as to be wound around the winding mechanism and located in one stand column. Therefore, the telescopic guardrail can be used as a protective fence in daily use; and when a disaster occurs and rescue workers need to enter the building from the rescue entrance, the guardrail is quickly disassembled and rolled, and the guardrail is prevented from hindering the rescue workers to enter the building.
