The positioning device comprises a positioning disc, a plurality of positioning bottom plates are arranged on the positioning disc in the circumferential direction, a plurality of supporting screws are arranged between the positioning bottom plates and a positioning base, the positioning bottom plates are connected with the lower ends of the supporting screws, the upper ends of the supporting screws are connected with the positioning base, and embedded bolts are arranged on the positioning base. The mounting method comprises the following steps: manufacturing a positioning disc, a positioning bottom plate and a positioning base; a positioning disc is pre-buried on site; a supporting screw rod is installed, and leveling of the positioning base is achieved through the supporting height of the supporting screw rod; and the operation is repeated until all the positioning bases are installed, and accurate installation of the embedded bolts on the positioning bases is achieved. The positioning device has the beneficial effects that the positioning disc is used as a foundation for positioning the embedded bolts, the accuracy and integrity of positioning can be guaranteed, the accuracy of the positions of all the embedded bolts is guaranteed, and overall mounting and fixing of large equipment can be met.
