The invention provides a non-water-flushing toilet system. The non-water-flushing toilet system comprises a non-water-flushing toilet device capable of automatically flushing without water supply; comprising a bedpan device (1), a scraper device (2), an excrement and urine treatment device (3), a flushing device (4), a detection device (5) and a control device (6), the control device (6) is used for controlling the scraper device (2) to clean a toilet bowl body (11) of the toilet bowl device (1) according to a set program, and the control device (6) is connected with the toilet bowl device (1), the scraper device (2), the excrement and urine treatment device (3), the flushing device (4) and the detection device (5). The excrement and urine treatment device (3) comprises an excrement box (31), an excrement sewage pump (32), a urine box (34), a liquid mixing box (35), a filter box (36) and a chemical feeder (37), and urine in the urine box (34) is converted into harmless liquid capable of flushing excrement through the chemical feeder (37). The invention further provides a corresponding working method.
