The invention relates to the technical field of cement-based building materials, in particular to a cement-based underwater non-dispersible repairing material and a preparation method thereof.The cement-based underwater non-dispersible repairing material is prepared from modified cement, modified fly ash and self-made organic reinforcing emulsion as main raw materials in cooperation with nano-silicon dioxide, a thickening agent, a water reducing agent and a defoaming agent. The cement-based underwater non-dispersible repairing material which can stably exist in an underwater environment and has excellent adhesive property and mechanical property is prepared.
