When the water level rises in the flood season, the water retaining device can be arranged at the top end of the gate leaf of the lifting and horizontal type gate for retaining water so as to make up the height of the gate and meet the use requirement, can be detached in the non-flood season, is flexible to use, does not need to greatly transform the lifting and horizontal type gate, and is small in construction amount and relatively convenient to use.
