The invention relates to a sleeve for a precast pile. The sleeve comprises a threaded sleeving part and an elastic sleeving part, a first external thread is arranged on the outer wall of the threaded sleeving part; the outer diameter of the elastic sleeving part is sequentially increased from top to bottom, a plurality of long grooves are formed in the elastic sleeving part in an annular array mode, and the long grooves extend from the top of the elastic sleeving part to the bottom of the elastic sleeving part. A plurality of annular first tooth-shaped structures are arranged on the inner wall of the elastic sleeving part. The invention further relates to a mechanical connecting device which comprises an upper reinforcing steel bar, an upper joint nut, a sleeve, an inserting rod, a lower joint nut and a lower reinforcing steel bar. A traditional sleeve and a traditional middle nut are combined into a whole, the number of parts is reduced, and the installation difficulty is lowered.
