The invention relates to an anti-tipping device for a pump truck and the pump truck. The pump truck comprises a traction piece and a counterweight assembly. Wherein the counterweight assembly is movably arranged on the side, deviating from the material distribution side of the pump truck, of the pump truck, is connected with the pump truck through the traction piece and is used for applying acting force deviating from the tipping direction to the pump truck. The acting force can be used for at least partially counteracting the tipping force during material distribution of the pump truck, namely the resultant force of the dead weight of the arm frame and the load of the arm frame, so that the tipping risk of the pump truck during material distribution is reduced.
