The graphene oxide is chemically modified, the block copolymer is grafted through RAFT polymerization, the polyether-polyacrylic acid block copolymer is synthesized, the polyether-polyacrylic acid block copolymer has a good promotion effect in the cement hydration process, the workability of a cement-based material can be improved, the mechanical property of the cement-based material can be enhanced, and good economic benefits can be obtained. The invention solves the problem that the performance of the cement-based material improved by physical modification and chemical modification of graphene oxide in the prior art is not ideal.
